Because people love to think of themselves as being super nice, inclusive and goodhearted. It's easy to do that when you surround yourself with other "normal" people, but obviously this doesn't work as well with people who don't fit into society.
Since people don't want to admit that they maybe aren't as good as they think they are, they simply ignore those who are "undesirable" or rationalise it by assuming that these people deserved it and that it's their fault that they are the way they are.
