I am from Norway, here it is almost mandatory. My first time was when I wasn't even 15 with my best friend, even before I had even kissed a girl. I asked on Klaraklok.no, a norwegian site for childrens medical advice if it was normal and she was like "Yeah, sure! It is completely normal that age to be curious about each others bodies and experiment. Have fun!" Yeah, pretty much like that.
