I would recommend finding a theme. All the great supervillains have themes. Cats, clowns, penguins, it could literally be whatever. Once you have your theme, plan all of your crimes around that.
For example, let's say you pick frogs as your theme since this is /r9k/. You could steal a bunch of frogs from local schools before they're killed for dissection day. Then you could use the frogs to cause a panic at a restaurant, giving you enough time to steal money from the cash register.
