Jagex isn't but a bunch of guys have ported it to android and are running it on a private server. it's a great server that's free to play and run from the owners and player donations.
I implore you to give it a try. I found it a few months ago and really enjoy the nostalgia. You literally will not find an mmorpg for free with this much depth on any mobile platform.
Also you can play this same server from your PC if you desire
