If that person were to reach a stage where they 'loved themselves', the first person would have some other reason for why they weren't getting any interest (e.g. "you're giving off an air of desperation", "you're acting like you're entitled to a relationship"). The original phrase is clearly untrue, given that there are plenty of people with low self-esteem/depression/anxiety who also have people who love them.

It's about being comfortable with what you have, and looking forward to making improvements for yourself. Constantly finding new interests, and I mean actual new interests and hobbies. Actually feel interested and passionate for what you want, and if you can't get what you want then don't cling on too hard to it, otherwise it will just make you feel like shit for not getting it.
It's not about being better, or being the best. It's about actually being comfortable with what you're good at and what you're not good at.
