Good GPU choice. Has HDMI 2.0 and HEVC decoding. Power supply could be better, "Gold" doesn't say shit except for efficiency (get something mid-range Corsair if you want to stay cheap). AMD is decent at this price point.
Play modern games on high/ultra graphics with 60fps at 1440 by 900. I want to get maximum performance on Dota 2 and be able to play Fallout 4, Witcher 3, etc. I also want to be able to stream, say Dark Souls 2, and make videos and music.
The hard drive was free and I have it laying around from a mining machine, it has linux on it, which I want to use as my main OS (most likely with gentoo), but I also want to play video...

Between my group of friends I have a passionate and locally successful rap artist, a friend who is passionate and skilled about music producing (which I am too), a friend who is passionate (but does not have the money for) directing (he has a lot of story boarded movies for the sake of practice). I'm looking to learn enough to where I can replace Windows with it eventually on my laptop. The only game I play is CS: GO.
Everytime I end up installing Ubuntu, I end up getting pissed at small things. Things like the mouse sensitivity being weird, it being slow, or the install getting fucked after changing nothing. It just seems unstable in general.
I also need help in picking a distro, I heard Ubuntu is shit and noob friendly. If I am going to put effort into learning this shit, I might as well learn a good distro.

Just run Linux Mint, which is branched off Ubuntu, but without the weird Unity UI. No distribution comes close to the support of the Ubuntu community and forums.
