Please explain the difference between a kernel and an OS. I looked around and am still not sure exactly what that is. The kernel just seems like a base operating system.

Any resources i can use to start getting into neural networks? Everything I find is either simplified for mass consumption to the point that they don't explain anything or jumps right into complex math. Is there any middle ground or am I basically fucked until I take linear algebra?

You will need linear algebra and probably Stochastics to do anything non-babby-tier without handholding.
Obviously you're welcome to work through tutorials and copy-paste the parts you don't understand, but when something doesn't behave as expected you'll have no way to fix it.
