That's actually entirely correct in my case. I've got multiple setups including one with 10 TB of offline storage right now. I hook it up once in a while to see what I've hoarded but other than that it just sits there being turned off.

Because every ps4 shares the same CPU, GPU, etc. It's the utilization within their walled garden hardware environment.
Unless PCs can all share the exact same specs, such utilization of gddr5 would be near impossible. Atleast for consumer PCs.
