I'm one of the Xubuntu exiles who left after Unity came out about 6 years ago, I'm calling everyone back to Unity now.
It's responsive and smooth as fuck, and I'm using a laptop from 2010 with a 512mb Nvidia and 8gb RAM.
The base memory usage at startup is 600mb~ (checked using screenfetch).
There's no reason to hamper yourself with decades-old crap like Xfce anymore, the fonts, the windowing, the speed, the transitions are all decent and you don't need even need a brand-new machine to run this.
Sorry if I'm shilling like fuck but I don't get the reason to keep outdated crap like Xubuntu around any more, not unless you still use a Pentium 3.
I tested Ubuntu 15.10 and it was using 600MB ram on boot, that's nothing special.
Ubuntu mate uses 300MB.
Both are very nice to use.

What is the best option considering quality for hwdec=?
