I'm going to be building a RX 480 machine and I am not sure on how much I should spend on the CPU.

The i3 6100 looks like it would be powerful enough for a card with that spec, but I am afraid of the driver overhead causing issues.

So how bad is the driver overhead? Nobody is reporting those benchmarks.

So for DX11 a highly clocked processor is preferable with AMD cards and for DX12/Vulkan a processor with many coars is preferable.

What's the big deal with 10? I've ran into no problems (apart from the Runtime Broker), its much faster, the start menu is back, and there are applications to stop it from tracking you. There is literally no problem with 10.

Probably not. It's only 15% better by Nvidia's own tests. Remember how two RX 480s 'beat a GTX 1080'? Those are the only kinds of tests that are used here, no exceptions.
