Would there be a way to block IPs that have previously visited Reddit?
Let's say I wanted to start a website and did not want Reddit users to be able to access it, or any traffic from Reddit itself, would it be possible to filter them based on their browsing history?
Obviously this would be very easily circumvented by anyone with a modicum of IT knowledge but it would filter out the majority.

No, that would be a massive privacy leak from browsers.
The best you could do is block users when they use a Reddit referer but that's easy to break.
