Need some dual monitor tech help..
I've got an AOC thats my main display *1920x1080* that is hooked up from my monitor *DVI-D dual link* to my graphics card *HDMI*
My second monitor *1600x900* is hooked up from my monitor *VGA* to the graphics card which was originally VGA but has a DVI-I dual link adapter hooked into the VGA which is then plugged into my graphics card.
I can have one or the other working, but not both at the same time for some reason. If I hookup secondary monitor first @1600x900 it turns on perfectly. The second I plug in the HDMI cable *main monitor* it turns off and acts as if it isn't plugged in anymore. I've tried main monitor first as well but the second monitor turns itself off this way too. I've tried hitting the "detect" button in the "Screen Resolution monitor but the second monitor refuses to turn on with my main monitor.
Any suggestions?

C is not a good language. Off-by-one errors are common in using the C library because it is not consistent. Sometimes you have to subtract 1 byte, functions like fgets() and strncpy will never write past the length given them (fgets() subtracts 1 itself, and only retrieves (length − 1) bytes), strncat will write past the length given them. So the programmer has to remember for which functions they need to subtract 1.

The most recent time I saw this, another language lawyer then jumped in to argue that the code in question wasn't undefined as if this side discussion had any relevance to the real issue.
It's no secret that we have the technology to prevent most of these bugs. We have programming languages that practically guarantee important classes of bugs don't happen. The problem is that so much of our software doesn't use these languages. Until recently, there were good excuses for that; "safe" programming languages have generally been unsuitable for systems programming because they don't give you complete control over resources, and they require complex runtime support that doesn't fit in certain contexts (e.g. kernels).
Rust is changing all that.

Are they all using the FP32 FMADD instruction? What code are they executing to get these numbers, just one instruction in a loop? How many FLOPS does an actual "real-world" application (e.g. a AAA game like The Witcher 3) run at? 50% of peak/marketing FLOPS? 20%? 90%?

These measures are peak FLOPS.
Real-world problems rarely run at peak FLOPS. Converting from peak FLOPS to "real-world" performance isn't a simple linear translation like 20%, 40% or 90%, it's much more complicated than that, ie non-linear and highly algorithm dependent.
If it was a simple linear transformation like that then the Tesla cards would always be best.

So /g/, I got this shit in my rig right now, paired with a gtx770 2 gb. Currently running it at 4.6 GHz @ 1.35 V (not a bad chip I guess).
If I overclock it a bit more, could it handle a gtx1070 with some tolerable bottleneck? I'm gonna be using a 1080, 60Hz monitor for at least a year or two more and I know the 1070 is an overkill for that, but my plan is to switch to 1440p 144Hz in a few years, keep that 1070 and replace CPU/mobo

Jesus fucking Christ, i guess this is acceptable for AMD chips.
My 4790k hits 4.6 GHz at 1.205 volts and i can push it to 4.7 GHz at 1.245 volts but it gets a little to warm for my liking.
So i clocked it to 4.2 GHz at 1.115 volts and it stays cool. I have no reason to overclock anyways apart from saying "I've done it". I found out i like my system to run nice, cool and quiet.
