They don't have the necessary IP to compete with AMD and Nvidia. Trying to break into that field would be extremely costly, and wouldn't guarantee them a return on their investment.
Intel is a well run business, and they don't take any uncalculated risks.

They tried once, it failed miserably. Their GPU (Larrabee) got its ass kicked by G80 (Geforce 8800GTX) despite being 2 years newer than the Nvidia one they were looking to compete with.

The nnedi3 and superxbr code from mpdn was ported into mpv recently.
Unfortunately mpv performance is terrible compared to mpdn.
MPDN has a better interpolation/fluidmotion/smoothmotion result on windows.
Do not forget you can use SuperRes on MPDN that is fucking awesome.
MPDN is quite slow to start compared to mpv but it runs better on windows than mpv.

Speaking of mpv on windows in particular, the recently committed ANGLE backend for vo=opengl is supposed to make things better, at the expense of some hq feature.
They were also talking about implementing D3D-GL interop, but I don't know if they'll proceed now that ANGLE is a thing.

C for drivers, kernels, libraries, low hardware access
C++ for large complex programs that make use of templates and OOP in a positive way. Can be desktop apps or server backend shit.
Java for Android, some embedded stuff, servers backend, middleware, can be used for desktop apps but not exactly super friendly although can be alright for a shitty gui app that runs on many platforms.
