Ada is the perfect language for what its designed for, critical systems that cant fail. But its type system is too complex to make it a good general purpose language, there are already a bunch of languages like Go, D, Swift, Rust that can do what Ada does but are easier for average programmers to reason with.

I have begun re encoding many of my DVDs to MPEG4 using h.265. The file sizes are between 1/3 to 1/2 smaller than h.264, but I have noticed when people are speaking in the far background their lips sometimes appear to not move. Does h.265 employ some sort of temporal compression? Why does this happen?

I'm using constant quality 20 with h.265. Chinese cartoons are 1/3 h.264 size. Cartoons are smaller sized than film with h.264 so it's not much of a surprise. I assume both h.264 and h.265 have some sort of spacial compression. The source for both encodes is direct DVD rips.

I'm basically wondering at this point now that the 1080 is coming out and driving down the prices of the 980ti as to what card is worth it.
I'm Canadian so I'm already getting shafted on the price a little, but either card would be a huge boost over my current GTX 670 (I know, I know....)

Recently I bought an UHD TV (LG 40UF695V) with an HDMI 2.0. I have in my PC a GTX 960 which can output 4k at 60hz but my tv shows at a corner that is receiving a 4k resolution at 60hz but the input menu over the HDMI icon shows a message that says that it's not compatible with UHD (greater than 4k 50p).
What can I do to use 4k@60hz with my PC? Apparently I have everything to use it correctly.

Please ignore the fucktards. What you require is a HDMI 2.0 compliant cable. One that is capable of transmitting at 18mbps+
Also if it is over a certain length it will require a signal booster. Generally a 3 meter cable should be fine though.
Basically 4K requires lots of bandwidth and those shitty cheap HDMI cables are not up to the job.
