I was looking at graduate programs that focus on machine learning. You are better of majoring in math if you want to be successful in them.

You ain't gonna get any small bezels on a Korean budget monitor out of the box. Most of them around around 5-8ms, which improves when over clocking them. Most of the PLS monitors can overclock to 90-96 refresh rate, with no problem, a few can reach 120. Colors are nice on both the PLS, and AVHA displays.
Qnix evolution II is the most popular monitor, single Dual DVI, with PLS display.

If you don't want to build one yourself find a mate who will do it for you. Offer them £50 for the job which should be more than enough for any enthusiast to undertake it and will cost far less than the premium you would pay with a specialist.
You probably don't need to spend £1300 though, that shit is overkill and you should only really be spending that kind of money if you want bleeding edge technology which will be out of date and half the price in six months' time. £750 for a tower all in will get you a very good PC, a nice compromise between quality and price.
If you really don't know anyone who'll do this for you have a look on Gumtree. You'll have to do a bit of research to make sure you don't get fleeced but you can find someone who would build a good PC for you.

That's exactly what makes them so useful: the simulation does all the work for you! Now, the issue is actually controlling these towards useful purposes like design: I recall a similar method was used to design circuit boards with the interesting caveat that the program used the physical specifications of the individual boards, right down to integrating what would otherwise be defects unique to the specific board into their design.
