My older brother wants to change his very old gpu, he's a poorfag so he only has $60 to spend but he just want to be able to run the new CODs and other casual shit like that.

He has a 9600GT, there's no way he can't find better for $60. Buying a second-hand card is an option.

mpv fan and Linux programmer here - from what I can tell, the mpv people hate all other media software due to extremely low code quality and bad coding practices (e.g. copy/pasting terrible code from avisynth that they don't understand how it works even in the slightest)

It's not so much a mpv vs Windows thing as it's about mpv vs the rest of the world.
