That's actually entirely correct in my case. I've got multiple setups including one with 10 TB of offline storage right now. I hook it up once in a while to see what I've hoarded but other than that it just sits there being turned off.

Each hyperthread is linked to 1 core.
You can definitely switch off cores on some motherboards and chipsets. That'll raise the chance the remaining core will boost itself to the maximum "turbo" speed.
