Since these are typically in opposition, what you're really asking for is a subjective answer of "best." That means absolutely nothing. Maybe consider quantifying what you need in those categories and see what fits the bill. The only number you've given so far is 15".

I've seen retards slave away at C and C++ for months upon months and still have the most disgusting, mindless shit code I've ever seen, without grasping basic concepts. Then there are the opposite bunch, who understand the concepts and can apply them intuitively with little experience.

It's definitely got a portable form factor and weight, but the screen is awful. You could have decent luck using Arch on a 1080p Chromebook to be honest.

Lots of small changes, none of these are live yet.
GPUs:
-Changed the GTX 750 Ti to GTX 950 in Fair tier
CPUs:
-Instead of a Celeron and a Pentium option, two Celerons, and two Pentiums, in the Minimum and Entry tiers.
-Added the G4400 to Modest. Also changed the required mobos and RAM type.
-Removed the 860K from one tier.
-Moved the 6300 up a tier.
-Added the i3 to a new tier. Now we have two tiers with 6350, two with the i3.
SSDs:
-Removed the 120GB option from Superb. Now, the first tier in which SSDs are recommended...

Currently have an iPhone 5c on T-Mobile in US and looking to go back to Android.
Want something with really good battery life (probably biggest preference), similar sized screen (although I don't care that much), and decent specs. Would prefer something in the $200-300 range.

The best OS to exist is OS X. It's the best in ease of use for new users and productivity for experienced ones. Take renaming a file to start with dot for example: in windows it just throws an error forcing someone who needs to create a file starting with dot to use cmd.exe, in most if not all linux DEs/file managers it creates a file starting with dot, but is hidden, confusing the user who didn't know that, while OS X explains the user why he shouldn't do that, while giving an option to proceed.
