Download xamarin studio/visual studio's version of built in xamarin. You can make apps with c#, f#, visual basic, etc. I've been doing all my app development this year in C# and xamarin is a great platform for it, and it's super easy to customize. Looks just like a Java app and way easier and less convoluted than Java development. Android studio isn't too bad though. But there are plenty of tutorials for c# and Java.

Use the sticky at the top, logical increments is a good way to buy balanced parts and give you an idea on your budget.
Also use PC Part Picker, its a good website for coming up with your build with prices from online retailers.
Off the top of my head I'd say an i5 is pretty damn good for everything without being too expensive, but if you have a tighter budget AMD might be a good choice.
As far as GPU is concerned, you're in a very good spot as AMD is releasing a VR capable card...

So what makes Windows Executables unable to run on Linux? Aren't the instructions x86 for both of the oses? What would need to be modified in Linux to make windows executables work? I assume it's more than just copying over the dlls from Windows, but what specifically is stopping someone from making a distro that can run exes?
Different binary formats. Different ABI: calling conventions, incompatible syscalls. Does the caller or called clean up the stack? How many arguments are passed through registers?
Even if they had the same syscall convention: NT syscall 0x60 is NtAcceptConnectPort, Linux syscall 0x60 is gettimeofday.
Regardless, Wine doesn't need to change the kernel to achieve good compatibility (better than newer Windows in some cases).

Hello, guys, my brother's computer just stopped working and he took it to a TI and he said that mother board and video card were damaged. So today I was testing a old mother board and I put this video card (GTX 550) and it worked. The cooler was spinning and the image was normal. That card is ok or maybe it is with other problem that can cause a damage in my computer if I put it in. (sorry for my english)

It won't damage your computer if you try it. It was most likely the mother board that was broken in your brother's PC. So your graphics card is probably still working
