all of these copper heat pipe coolers have defects on the bottom. they don't really make an appreciable difference as long as it still sits flat. Very minor imperfections can be smoothed with high grit sand paper. Nicks like that can pretty much be ignored. it's maybe 1-2% of the total surface area. Won't matter.

I have the issue on my 7970, but I understand the issue, its related to memory changing frequencies rapidly. and I've a solution for it, at the cost of idle power consumption (and temps). if you have a single monitor generally it isn't an issue, however, to understand it better, see pic related for the sake of my sanity. you need to understand p-states a little bit, but I'll try my best to explain.

Ubuntu is literally no more bloated than Arch. In fact it's probably LESS bloated because they separate the header files for each package into separate packages.
