I think once we've maxed out our technology far enough it can be possible. The problem with the USSR, the most famous example of a planned economy, was that a lot of the consumer goods we take for granted today after decades of research (which, admittedly, was driven by firms doing research but also with hefty american govt funding as well iirc). The other problem is that the soviet union got wrekt by Germany in wwii economically and demographically and then had to continue directing investment into heavy industry,...
