This is debatable, France may have certainly been considered Europe's preeminent power after the Crimean War but that was a problem of perception rather than reality, France never really recovered from Napoleon 1's wars.

I know that it might sound like crazy conspiracy theory, but wasn't the war just a trap on him by the Republicans? Many wise heads, including Napoleon himself, knew that France was woefully unprepared to face the modernized Prussian army. As for Himmler being placed in command of Army Group Vistula, that was a very short command. Even Hitler saw he was a fuck up and assigned to Gotthard Heinrici, an ingenious old defensive oriented general (and von Rundstedt's cousin) in under two months.
