Depends how you define "meritocracy," the closest system is actually Australia which is highly dependent on commissions formed from industry professionals and actual experts in the field they're legislating. That being said, the people these commissions present to are still elected and still have the option to ignore everything they say.
A better system would be to give commissions more power or influence over parliament, open up the decision making to a wider community of experts (who may be polled, but not present evidence, for simplicity) and perhaps...

What's in it for these senators? I've always thought plato's idea fora city seems good and this isn't too different. The problem is that if there's nothing in it for the participants, no one would waste their time with it. Anyone smart enough to score a position in a meritocracy could see the fact that their their own citizens slave.
