I want to photograph ballet dancers. I'm an underweight 30 year old man with long hair. My gear consists of two old 35mm film cameras that I bought at a thrift shop and a cheap tripod. I only recently picked up the hobby, so I don't have a portfolio of any kind. I don't already know anybody who does ballet or who knows ballet dancers. But I want to photograph ballet dancers more than anything.
So, how the fuck am I supposed to accomplish this?

Are you American or European? Is there a ballet scene in your nearest city? The most logical step is literally to call up a place that does ballet and tell them exactly what you just told us. You'll find that all performers, including ballet people, require a certain amount publicity and photos, even if those photos are just for their facebook page. It could even work out better for them than it does for you if you take their photos. So don't be afraid of getting in touch with them.

By country. In that folder I have all the jpegs, a folder called RAW that contains all the raws, another folder called edits where the good raws are moved to and postprocessed, and lastly a folder called VIDEO for any recordings I've done which are few since I Dont care about video.
My USA folder is organized by State and then date of pics taken. I Dont leave NY/nj, but it helps keep organization

I'm also looking for a film scanner under $200, but it must be supported by SANE ("good" or "complete" on http://www.sane-project.org/lists/sane-mfgs-cvs.html) It would also be nice if it could do 4x5.
currently I'm looking at the canon 9000f, but it can't do 4x5 in a single pass. I've used one before and was pretty happy with the results so it's probably a good choice for 35mm or medium format.

What camera I should look for during cyber monday. I am a hiker and spend alot of time in nature. Recently I started taking pictures with my phone, and I want to upgrade to using a proper camera. what is your budget? "entry level" is pretty broad.
i got into photography in the same manner as you, i loved hiking. started with a nikon coolpix s9700 which is a decent option as its capable of decent macro photography (bugs) as well as very long zoom (bears) and wide-angle shots (landscapes). the sensor is the same size as your cell phone's, however. the shots weren't of optimal quality but it was way more versatile than a cell phone.
i upgraded to a full frame Nikon D750. that's unnecessary for you. i wanted to develop my macro photography...

at your budget i'd ignore pretty much any interchangable lens system... there's not much point IMO. there's plenty of decent point & shoots in your budget to learn photography basics with and take hiking shots.

I just dress like a normal person. If I'm shooting street then I try to dress sharp. If you dress well people are usually less perturbed and more receptive.
If I'm out in the country or just shooting architecture then usually sweatpants and a gilet.

Fair weather:
Jeans, hoodie, hiking boots. Always keep a few large garbage bags in my pack in case it rains. (I just throw one over myself and one over the lens and wait it out).
Wet weather:
Same, but raincoat.
Cold weather: Same, but winter hoodie and gloves.
I keep it simple.
