Forgive me for doubting, but I have an extremely hard time believing somebody from one of the poorest nations on earth is potentially attending a top American university and that one of the "selling points" is being "uncucked".
I'm only American-tier poor and when I was applying to top universities, the "cuck" status of the university wasn't even a factor. I sincerely doubt that it would even remotely be a factor for an African, so I'm 99% sure that's a proxy. Also he says "here" when referring to W&M rather than "there". I find that strange.

Okay, but here's the thing. The most commonly known corridor of the "Great Plains" extends from Oklahoma through Kansas and Nebraska up. Those are the more mid-grass prairies people associate with the "Great Plains". Yes, technically Montana is a short-grass prairie and could be considered part of the Great Plains, but when you ask most people, they will consider it to be part of the mountain region due to the isolated mountain ranges throughout the state and the ranges which dominate the western part of the state.

ap.gif leading to a 404 is pretty much the reason why it is an andorra flag
i believe that 4chan's geolookup detects someone in the asia/pacific region and returns "ap" as the country code. the system then takes the code and retrieves the flag from https://s.4cdn.org/image/country/[country code].gif
it attempts to get ap.gif, but since there is no ap.gif in the database (since the company who made the flags didn't make a flag specifically for that country code) it just defaults to the flag that is ordered first alphabetically (andorra / ad.gif)

Flags are displayed with this sprite sheet. Basically, it saves a lot of broadband for the server and time loading the page for you.
Every flag you see near the poster name is basically a small window that displays a portion of that image with CSS rules positioning it so the correct flag appears.
Your flag for example is at position -192px -132px; There's a pair of coordinates for each flag. Except ones that do not exist, for them the positioning values are not provided and it default to 0; 0 which is top left corner or Andorra flag (probably because the image was generated alphabetically).
This is also the reason when sometimes due to some errors on your browser side or 4chan's markup you see small parts of other flags on edges of the image.
tl;dr Andorra flag is displayed when displaying proper flag fails.

I've thought about how PK would need to set up the city/region flag thing. My guess is he would need to create a paired list. When someone sets a city as their flag, the script would check the list to see which region the city is paired with and then display both flags. Something similar could work with subregions and potentially cities, subregions, and regions
