It has, just like any other major european city. That's the beauty of it, and that's what many foreigners don't understand because to them Paris is like in fucking Ratatouille or some shit like that. Paris' beauty lies in it's grim and harsh reality.

We have a poet who wrote a lot about the Beauty he sought but hardly found in parisian life, his name is Charles Baudelaire. One of the most striking poems about it is probably Le Cygne (The Swan) from Les Fleurs du Mal:

Andromaque, je pense à vous! Ce petit fleuve,
Pauvre et triste miroir où jadis resplendit
L'immense majesté de vos douleurs de veuve,
