Kind of right, you don't need to be part that long, if you join the national shooting and hunting association, you study some material, write a test and just take part in association activies. You basicly shoot a target 3 times a year and mail is to them, theres more stuff you can do that qualifies a dedicated shooting activities, but anyway you do this stuff to keep your dedicated status.
The shooting for a few years and all that stuff is just regulated by each club, in reality if you get dedicated status from an accredited association that is all the police care about, they even send you a motivation letter when you apply for a license so the police can see the gun you apply for is meant for whatever you say it is.
They are great for us folks that live far from any big clubs, but still want to own more than 4 guns.
