My players and I prefer detective style superhero games. There's lots of mind games while also letting loose at times to see the dice fall and throw car sized spears at building sized scorpions.

I really don't think Lightning Helix is particularly overpowered. I mean, it's good. Great even, but it's not even run in every burn variant.

Be on friendly enough terms that you'd never kill one another, because otherwise your rival won't last long. Or you won't. My point, you get it. You should have some clashing personality points that make it easy to hate them when they beat you, but something that makes it easy to lend them a hand when important or to team up against a larger common enemy.

You may have one side killing lots of guys on the other side, but you can't have a real fight.
Realistically, sooner or later the side with a lower technological level would get their hands on old weapons from the superior side (which is why Civilization is unrealistic), so you get a situation like in the middle...
