I take pretty intensive courses for my major, so I found a way to relax by joining a comedy performance club in my first year. It only meets once a week and once on weekends so its super low commitment, and I found it to be really stress relieving. How do I systematically change my life?
I've been stuck in a cycle of constantly thinking about self-improvement, getting stuff done occasionally (a few minutes a day) and sliding into procrastination/internet addiction.
"Just do it" not helpful. I'd like to make a system for myself that will reinforce the change.

Depends on the cause. If you're not socializing enough, so that the second someone pays you the slightest bit of attention you get all excited and can't shut up, socialize more. If you interrupt people because they're going too slow for you, get tested for ADHD. If you just have terrible self-control in general, practice.

Why does it seem like anyone who's in charge of anything is an asshat?

Power certainly corrupts, but not everyone in those positions are affected by it. There are good leaders who use their positions to better everyone around them, but these people are in short supply. It's a lot quicker to get to the top of the food chain if you're selfish and don't mind stepping on others. I also think those in power forget how to interact with others on a lower level and just bearing a title over them inflates their ego.
It's definitely a psychological issue I hate about humans.

All of the above, but especially the first two. Telling someone to do something without riding their ass often leads to that thing not being done.
Because a lot of people don't have many opportunities to be in power regularly, so when they do get it a lot of people will abuse it. It's the same reason why forum admins like to ban people with impunity, because most of them are 12 year olds that get picked on in school

I spent about 10 full hours organizing my bag and binders and doing schoolwork today, and all of it was spent while watching Dexter.
