First, use your eyes in conjunction with your brain to identify that the above text is, indeed, a hyperlink leading you to the website where you can download the browser extension which will allow you to add a regional flag and view other people's regional flags.
Second, fix the broken link by adding a "." (no parenthesis) between github and io.
This will lead you to the website.
Third, identify the type of browser you are using. You will search the following terms on Google for a program depending on your browser.
Chrome - TamperMonkey
Firefox - GreaseMonkey
Opera - ViolentMonkey
If you are using Internet Explorer, you will not be able to install local flags.
Once you have searched the term in accordance with your browser, follow the link and download the respective program.
Once you have downloaded the program, revisit the first link. Click on the blue text which reads "Extra Flags for int.user.js". This will download a script which will allow you to set a regional flag and view other people's regional flags.
You will then visit 4chan.org/int/. You will be able to set a regional flag in a box which pops up. Using your fingers, press keys which spell out the name of the region in which you live (you may have a choice between your city or state). You will then enter your region, causing others to be able to see your regional flag. You will also be able to see other people's regional flags.
There you go. Feel free to ask if a more thorough description is needed.

Very few of them observe good flag design, most are just the state seal on a single color background.
As to why, comparatively not that many people will bother looking at regional flags so why bother spending the time and energy to come up with a good looking symbolic one.

Most states don't give a shit, they just slap the state logo on a blue background. Good state flags (IMHO) include Arizona, New Mexico, Colorado, Alaska, South Carolina, Maryland, Wyoming, and Indiana.

hmmm the cost of living is fantastic, impossible to beat honestly
I live in the southeast of the state so can't complain about the scenery, it's all green hills and trees. My town is only 7000 but it's only an hour drive to OKC where you can do just about anything. Being geographically centered in the US is awesome, it's about an even distance to anywhere you want to go in the country which is good for me because I visit Colorado and Utah frequently. The Natives are shit, truly the scum of scum but they keep to themselves for the most part. Not a lot of blacks or Mexicans (thanks Texas). All in all I will probably live here the rest of my life, it's comfy and all I've ever known.

Adding my flags, but here's my problem. I have the flag for Ayrshire, but the template has Ayrshire divided into North, South, and East Ayrshire. They are technically historic counties but they're the only flags for North/West Yorkshire and the posters live there so I don't so why people won't use them?

Well, I think you have to enter the region exactly by the name of its flag in the files.
For example when I've installed the script, it automatically detected my region as "Hlavni mesto Praha" which didn't work, so I just entered it manually with "Prague" as is the exact name of the file,
So it somehow worked, but I'm not entirely sure about it.

Not every region has flags, these are currently the Danish regions there are flags for. If you live in one of these regions then write the name of the region exactly how it's written on the list. If yours isn't on the list, then ask someone if they'll make one for your region and submit it.

Oh Æro, yeah, possibly, but that's a muncipality, not a region.
Vendsyssel isn't a region either, it's a geographical area of the region of Northern Jutland. Jutland is split into 3 regions. Bornholm is also under the juristriction of either the Capital Region or the Region of Zealand, but I guess it can count as a region. Fyn is also under the juristriction of the the South Denmark Region, but Fyn could count as one aswell. So in total 7 regions, if you bend the rules a bit.

Here desu, even quite annoying when I see /spl/ or /pol/ linked too in the OP of these threads, if I see the flag that was mentioned in the OP I ignore it. French Polynesia, Aland and North Korea all examples of things I've had to not save. Only 3 or so weeks in though, things are still improving reasonably regularly.
