There's an ongoing debate to make English a North Germanic language, but language classifications are generally for historical reasons.
Jan Terje Faarlund, a laureate linguist, has written papers on this and wants it to be classified as such. I think "English: The Language of the Vikings" is the 'best' paper he's written on the subject.

I think it was originally Östermark, or Eastern Marsh. The Germans (or was it Charlemagne?) designated that as the Eastern marsh of their realm (just like they had the Spanish marsh) ie. a frontier territory used for defensive purposes against the enemy. After everything collapsed the name stuck.

It was the Easternmost of various Germanic tribes/states/districts within the HRE and was basically the frontier with the Hungarian barbarians so that's where it came from.

It's not complicated, "Germany" as we know it is from the Latin "Germania", from the French word the English language adopted.
