still looking to crowdsource ideas for my "child-bright" setting (not married to any particular system)
Child-bright = bright world made for child protags. mostly filled with noble people, but not all. "cartoon violence" should be showcased, and basically no "blood and gore" (or grim-ness)
I'm looking for any and all ideas; all shapes and sizes. from an idea for a city, dungeon, race, etc... to a small detail such as a place-name, item description, spell idea, town-feature... anything
please don't hesitate to post any ideas you have. cuteness is heavily encouraged, and so is quirky flavor.
so far my influences draw from children's animated TV series', and E to T-rated video games: Nintendo games, Cartoon Network and Disney Channel cartoons.

Bailey smiles happily, doing a weird sort of hopping skip as holds the little rabbit girl in her arms, holding her close to her chest and cradling her carefully so she doesn't fall out of her arms due to her hopping around.
Sam pats me on the shoulder and smiles, grinning widely as he walks past me, not slouching like usually does. Lucy nervously starts to walk down the stone path leading through the beautiful garden.
I smile, and clench my hands, looking at the chitin covering my arms, which glints in the setting sun, almost looking like some kind of jewel. My wings flutter and I walk up with my friends, turning around and motioning for the ones who joined us on the way here to come on
Minor rushes up to me, smiling widely, as Poi chases after her, giggling happily. Smiley takes her mask off and calmly walks forward, Almost looking dignified, I chuckle as I see Berry trying to act like her as I turn around.
I feel something heavy jump on my back, and hear Blue shout "Come on big red, I want to see what's in her hive already, why are you just standing around"
"Haa" Thunder groans, walking next to me and pulling his hood off "Mi'lday I'm sure she doesn't want to be used like a horse beast"
"Hmm" Blue huffs turning away from thunder
"Well I mean the scary bug girl does have a point katie" Bailey says happily, giggling as she looks at me from the steps into her huge ass house "though I'm glad I'm not the only one who has to deal with that kind of stuff now, at least"
"And I am glad we are finally at a place we can settle down and reinforce from any danger" Little green says nodding "This one has the right idea, doesn't want my queen to be out and about getting herself hurt or worse, yes"

I'm thinking now. That's not very inticing. Maybe we offer them permanent shelter and healing whenever they come through. They can keep their stuff here, safe and bring any sick or injured to heal. We attach it to the temple so that they have a hand in building their future.
Aren't the Necrons really just robots programmed to think they're the Necrontyr? They don't have souls and they don't have any organic matter either. What exactly still links them to their former existence that makes it so that they're still the same beings instead of robots who happen to believe they were once organics?

No.
Necrontyr minds were transmuted into living energy and then transferred into android bodies. That's why they call the whole process the biotransference. It's the cause behind the soullessness that radiates from the Necrons.
There another type of Necrons called False Necrons. These Necrons were created by copying the minds of Necrontyr, who died before they could be biotransfered, into AI and then uploading them into Necron bodies.

There's a rumour of an ancient eldar craftworld roaming the void, not affiliated with any of the well known craftworld clans.
It was abandoned ages ago, perhaps before birth of Slaanesh, by its denizens who presumably settled down on an exodite world and left the craftworld to its own fate. It's unknown what motivated them to do so, perhaps their seers foresaw something?
In any event, the craftworld was found adrift by patrol vessels of an otherwise unremarkable frontier planet at around the same time when tyranid hive fleet entered the sector. Governor organized evacuation of as much of his subjects as he could onto the strange hulk, with silent consent of radical inquisitor from his retinue. Homebrew setting with GURPS/other generic system/homebrew rules.
Premade settings don't work IMO for space opera. You want the players to be exploring unknown facets of the universe and creating their own stories as they go. Some of the best and longest running games I've ran have been when I can change the themes, story and even universe depending on what the players want.

To be more specific, what's the best system to run a game that is non-existent outside of combat, with the possible exception of downtime bonuses that precise some kind of mechanical character bonus. A system that focuses on "Effect first", instead of "fluff first".

Not really. For most editions, the game does not work well as a roll playing game, as a classes out of combat ability is weighed against their in combat ability. Removing all the out of combat aspects of the game would leave the system severely crippled.
