what's your honest opinion on Wacom tablets?
Owned an intuos 3, intuos 4, cintiq 22hd. Pretty much the industry standard.
I really enjoy my Intuos Pro med, but it took me a long time to get used to it, but it paid off.
Unless you are going into Pen Displays The Huion 1060 pro is the same size as the medium Intuos pro and has the same performance for a 5th of the price.
Has YouTube helped you get better or learn a lot know than you did before? For example, thanks to YouTube I can change my car oil and remove my transmission.
Can I learn from YouTube the "correct way"?

I want to commission some art of things from older games i played when i was younger.
Where do i even start?
How much do i pay?
What if i want all the rights and the files use to create the work, will that increase the price?
What if the person i want to create the art has never done commissions before?
How do i make sure i don't get screwed? do i pay before or after? do i pay half now and half when it's made?
What if i can't get in contact with the artist or if they ask for too much money?
If i buy the art piece and all the rights to it, will those rights expire and will i be able to do whatever i want with them without crediting the artist?
What if the artist begins to share or sell the art piece without my permission?(assuming i got the rights to it)
as you can tell, i've never payed someone to make art specifically for me.

Either contact artists directly or post a job posting somewhere like on conceptart.org

Depends on the artist and what you want them doing. A simple drawing with no background is cheaper than a complex illustration. And artists of different levels will have different rates. Some really cheap ones on Deviantart or tumblr might charge less than $100. Some better people might charge several hundred for something.

Generally you get that when you commission someone. Though if it is of things from old games then you might be stepping on the toes of companies if you try to then sell prints or something. Talk to the artist about usage rights.

You can pay part up front and the rest at the end. Often the artist will give you a low res jpg of it and only give you the full file once you pay them.

What are you planning on doing? In general try to credit the artist. I don't think there are any rules that you have to credit them though. Just don't try to claim you made it or anything.

Sounds like you might want to google around for some template contracts and figure this out specifically. Artists usually are left with enough rights that they can use it in their portfolio and for self promotion.

Don't visit here (at all), but I have a question on behalf of a co-worker. Her daughter is great at drawing, and she's always showing off her works in the office. Most recent one was of Raven from teen titans and I thought it was really spot on. I want to encourage her daughter to get more into drawing; she's already talking about being a cartoonist when she gets older.
Whets a good budget, but semi-professional set of colored pencils I could gift her? I'm a pretty big cartoon viewer and the girl has talent. If I can help germinate that skill with some tools it would be awesome.

That's a nice gesture for you to do.
How old is she? If she's not too young then maybe an educational book would be a better gift since it will help more for reaching a professional level by giving some good guidance. Though you need to be careful of which on you buy, and if she is younger then it probably won't be interesting to her.
But probably the best bet is to just get a nice sketchbook for her, maybe a Moleskine or something. Coloured pencils are a bit lame and tend to shatter and have other problems. A sketchbook she can fill on her own any way she likes.

Go into an art store and feel the paper yourself. You want something that doesn't feel too cheap and thin. Probably get something that's relatively smooth and not too textured since she won't be using charcoal or anything. I already mentioned Moleskine as a brand, they are a little bit expensive but are very good quality with a very smooth and thick paper (they have different types though, so make sure to get the sketchbook one and not the kind with lined paper or thin paper). Personally I avoid spiralbound sketchbooks because they cause the paper to rub against itself and can smudge all the drawings, so try to get one bound like a book.
If she paints and wants canvases, then you can pick up some canvas boards. They're basically a thick stiff cardboard with canvas glued on, and are a few bucks each (so cheaper than a stretched canvas) and are thin and more portable and can take more abuse.
You can also talk to the employees and ask for help.
