Look up dragons on pixiv and you get amazing art like in the op
but look up eastern style dragons on deviantart and you get some weird dog hybrid lizard snake things ripped straight out of Spirited Away
Hell, why are Asian artists in general better at drawing/designing dragons better then the pasty white scalies/furries that fap to them in the states?
Most people don't know how to use pixiv and thus mostly click in top rated pictures.

I think the first one is meirin from that fujoshi show. i googled combat maid and then found her similar in design. Couldnt find the specific o image through google.
Second one try to put the colors in gray scale. Looks like a vektor+new colors

Why were the old masters so content with painting stiff, lifeless, cardboard angel wings when it's entirely possible to do so much better?

A) the people that commissioned the paintings didn't care
B) it was an accepted style and no person dared deviate from it

Have you ever actually seen bird wings? The feathers are very streamlined and neat, much like in the first image. They need to have the feathers fit together almost seamlessly in order to allow proper flight, and in fact birds spend much of their waking time preening their feathers to keep them neat.
Also old masters were very concerned with design and idealization of things, so it isn't a surprise that they would try to make the wings more of a design element. The first pic looks infinitely better than...
