There's certainly plenty to do in DC every day of the year, festival/museum/restaurant and historic wise. But summer in ANY mid-Atlantic to Northeastern city is miserable. Go now, and the more northern the better. Go look at the weather forecast and see if you would enjoy pounding the pavement for 12 hours of sightseeing. Hanging out in some dudes houses? Air conditioned car to air-conditioned buildings in suburbia? Manhattan? No. Boston? No. Smithsonians? Go early, leave late. That's not so bad.

Finishing Sixth Form in a few months, so I'll have a great amount of time to work across this year and save up for a trip next year. Though I have penned a potential, subject-to-change, route across Eastern Europe I've recently been interested in some other countries.
I guess my question is: Should I pursue backpacking across Eastern Europe, or, should I visit countries on separate trips but expand my reach to other continents? On these hypothetical single-country trips, I would aim to explore each country exhaustively.

My mother is paraguayan, and I've been there a couple of times. Don't show you're wealthy or from a western country, or at least don't brag about it. You'll be safe from the Mafia and other gangs if you don't do drugs and if you're on a good level with them.
Language: They speak a mix of Guarani and Spanish, but mostly Spanish. As long as you understand Guarani you'll be fine. Most cities are safe, just stay away from sketchy areas at night.
