I don't want to necessarily say overpowered or underpowered, but it is a shame certain characters just stand out as more viable. I mean, there isn't a single instance where Reinhardt isn't a good addition to the team. Same goes for Mercy. On the other hand, there is D.Va, and I know some people love the hell out of her, but there isn't a great reason to pick her over any of the other tanks.
