From a canon/lore standpoint it's likely the Hero of Kvatch. From a gameplay standpoint it's easily the Nerevarine. You can get your damage so high in Morrowind that a basic attack from you can crash the fucking game on top of all the other crazy shit you can do like being permanently immune to magic, flying at mach 7 around the world, regenerating life faster than you can take damage. The Nerevarine from a gameplay standpoint literally becomes a god. However in canon the Hero of Kvatch becomes Sheogorath and I don't know if the Nerevarine or Dragonborn can match that.

To be fair. The Hero of Kvatch really never does anything all that impressive on his own. His most daring feats aren't even that great compared to the other heroes. For example, he beats Mannimarco, but Nerevarine and the Dragonborn could have done that too. Outside of that, yeah, he's mostly just a powerful errand boy. But the real crux here is that the Hero of Kvatch mantles Sheogorath. Like someone else mentioned, he didn't beat Sheogorath, he didn't become his champion, he didn't take over, he's literally Sheogorath at the end. This puts him in a realm of unknown power.

Please remember that Sheggy's power is split in twixe, twice. His other half has fucked off, and he is split down the middle between his two personallity sides. Naturally, if he could get his shit together he'd be very strong but that goes against his, well, nature.
Neverarine defeated a 1/3rd of a daedric gods power in fair 1/1 combat, as well as 2-3 demi-gods lapping at the power of one of the dualities of the universe, though you could debate Ur since he didn't really fight "him".
He's the mantle of/mantling Nerevar who as others have said fucked up a Dragonborn super hard in the past. If he is still a avatar/tool of Azura is unknown. He's probably still pissed off about how shit that final ring was.

In the story, Vivec wasn't killed by Nerevarine. He lived on until shortly before Oblivion, before being kidnapped by Molag Bal, in which case the meteor did immediately resume falling.
It was stopped temporarily by a machine that kept the meteor suspended, as long as it was fed enough souls, but eventually, that machine also failed to stop the meteor falling.

There is no question about it we(the players) know TLD's "fate" but in game they leave it unresolved obviously.
Like I said earlier it's all in the writing you are above Daedra gods at that point in the timeline that's why it doesn't make any sense at all for a character like TLD to become a daedra's puppet. And that's why I think it's brilliant the way they handled the whole situation.

I had a thought the other day while playing Skyrim with my plethora of lewd mods.
What if there were multiple "main paths" through the story?
I was thinking along these lines: the normal Dragonborn stuff and naturally absorbing souls could be but one "path" you choose to complete the game. Which would align with a warrior-style path.
What if there was a separate questline where you are not the Dragonborn but some unnaturally gifted mage that has found a way to trap the dragon souls into special soulgems for your own use? Which would lead to a different approach to the main content of the game.
I don't know how lore friendly such an idea is, but I would just like maybe three different "main quest" pathways that you could choose from to fit with the main three class archetypes.
