I'm bored and this quest will probably die a quick death so who gives a fuck. The idea behind this quest is that in this modern day world Superhumans Exist, and the Quest will deal with all the trouble that causes for everybody. I've ran quests before (one in particular was a huge success that I loved running a while back) so I know what I'm doing -- sort of.
And to prove my previous statement wrong, lets start the Quest with something everybody loves, character generation!
So lets get the Quest underway:

Darkness. You lie in the darkness and think of all that has happened in the last month. Your home, the great kingdom of Drakka and last known settlement of kobolds in the Upperdark has fallen. Man-spider hybrids prey on the corpses of your friends and families and hunt you down at every turn. A strange beast roams the caves, an unstoppable force preying on any kobolds that travel unguarded. You have met other survivors, led by a friendly but odd pyromancer kobold.

Criproghad:
Climbing down the sloping wall of the crater, your foot catches in a couple places as worn stone crumbles under you almost sending you falling down to your death. A new method of entrance may be needed soon to ensure the safety of your villagers, perhaps the pig tail fibers that have been harvested from the new farm would be useful for ropes.
You soon find yourself back in your home, a humble stone shelter containing your bed of tied together cave wheat and pig tail fibers, and a stone desk piled with stacks of books of which you have no comprehension....

Your name is Dana Smith, after many weeks of travel by foot you have reached your destination. You remove your helmet and to reveal your long blonde locks that go just past your shoulders. You quickly secure a house that is in rough shape but secure enough to spend the night in. You take a seat in the kitchen and place your backpack and map on a small brown wooden table in front of you. You check your backpack's contents and the rest of your equipment.

A inspection of your map shows you're a few miles north west of Paradise falls. Your map has the location of Paradise Falls, Little Lamplight, Megaton and Rivet City marked.
What do you do?
You're on a mission to track down a lost Outcast member who vanished while in the northern Capital Wasteland reaches. No sight of him has come back, other than a message. "I am not leaving the Oasis."
You must find this place, and bring him back.
