Where do I start learning how to make art assets to a game like this?

Search for ripped resources of those games (i.e: Tilesets, sprite sets...) and try to see which elements do they have and make yours based on the shit you find.

I used to every once in awhile commission artists that I liked and respected. 2 different artists, I paid in November and January and both have yet to send me a sketch. Both have said they are really busy and don't know when they can get to them.

I don't even get why people commission digital art without it being a print. Real life art you walk past in your house everyday, what do you do with digital art? Open the JPG every once in a while then close it?
I'm using the wacom tablet for the first time in maybe years and I'm having a hard time getting things to look good. What are some good practices to get back into not looking at your hands for sketching and inking?
Consider it like an assisted blind contour exercise. You'll start getting really familiar with what hand motions create what kind of line and eventually it will be second nature.
In the meantime, try zooming in (800-100%). Stabilizers can help too, but personally, setting it too high might hurt more than help due to the lag. You don't want those stabilizers to become a crutch

From your personal account you can just an invoice.
There should be an 'Send invoice' button somewhere, that takes you to a new page where there is also a 'Settings' tab.
In that tab you can put down the information you want to send with the invoice and remove your real name from it.
Just make sure you don't put anything related to porn or anything and make sure your client doesn't do that either.
That will get your account locked.

High barrier of entry if you're a first world citizen and a lot of work you'll do won't be the kind of stuff you like.
Chances are you will never draw your pic related and your first job might be a few background characters for a Barbie game. You'd need to be good with computers/3d software if not completely fluent.
Still, if you get in, you're working on a something with a story, you have a steady job and if you get enough ranking, you get to work with game designers to fulfill...

i'd focus my education around concept design academy. but to maximize return of investment you want to be at a certain level before spending money on their courses.
art center really only makes sense if you are already so wealthy that a career is entirely optional.

Check out the drawthread or the beginner thread. They'll critique you. But the eyes and lips look very flat, it looks like you're symbol drawing. I'm not sure specifically how to advise on that other than drawing in a different style, but really consider the 3D shape and try to define that with your lines. That's probably shit advice though, I'm sorry.
