Second, get the core books of fifth ed, that would be the Players Manual, Dungeon Master's Guide, and the Monster Manual. Make sure you have enough dice for everyone, even if it's just one set. Someone has to be Dungeon Master, so that person should read that guide. Everyone should have read the Player's Manual.
Go from there.

You can buy the 5e starter set for something like $20, and it has everything you need to get started.

Beginner's rules for the first few levels of play, a prewritten adventure designed to help you learn the game, character sheets, and a set of dice.
You can also download the full books from the 5e General thread, and ask for any advice you might need from there as well.

Sadly, most RPGs about that period are outdated or not very good, so you might want to look at another setting and apply a paint job.
Otherwise, Twilight 2000 for Cold War (and ww3) is pretty decent.

I think GURPS can handle it quite well. There's a couple books about WW2 and though they're for 3rd Edition and not 4th they're a starting point. High-Tech and Tactical Shooting if you want a lot of realism, or Gun-Fu and Action if you want something more cinematic.

If you prefer a system that isn't GURPS then Savage Worlds has Weird War II, which I've found to be a pretty good game as well.

It does seem silly to me that a monk runs out of their internal reservoir of magical trained kung fu bullshit and have to take a long rest to replenish it.

Perhaps add a mechanic where the number of times they can replenish after a short rest is limited based on class level, though. So eventually they do have to take a long rest.

That's sorta what I'm doing here, except the limit is a modifier on their maximum ki-points, not level. The monk can short rest as many times as they like to get those ki points back, but the more he USES them, the more he puts his mind in disorder from ki-abuse and threatens to throw the precious balance that he depends on out...
