And if yes, would it better be done with Esoteric Techniques or with Magic, making it related with Attunements?

Answer to first question is "Yes".
You can cobble together a "super-human" character using pure stats, but I don't think REIGN goes into the rules for that sort of stuff... ah yes, Nemesis has the rules for dice pools "larger than 10", basically once a character gets a Dice Pool that would be larger than 10 (were it not for the 10 die limit on all rolled dice pools, obviously) then the fluff for what's being done increases in a measured way.

I might be dense, but I do not see much potential with going over 10 for a superpowered feel other than when facing puny mortals.
I do like that idea for the Gods to operate on the Company level; specially if one consider the supplement they released on how to handle fights between Companies and mythic invulnerable creatures.

The short train ride to the other side of city was filled with nothing but a nice smattering of normality. The mood was nice, and exactly what you’d expect out of a normal, routine highschool life. While turning your gaze to your peers you notice that Noriko’s eyes are settled on a particular attraction, the ferris wheel. Of course. It’s easy enough to determine this pure maiden’s desires, even if she doesn’t have the guts as of current to voice them. So the jist of it is I DMd myself into a corner and I need a BBEG who's absurdly bureaucratic. Any idea what a bad guy can do with basically unending documents about the most trivial shit that happens in his kingdom?

Welp DM'd myself into a corner as far as the hunting rebels thing goes, several very large provinces had already successfully split off before the players got there (the quest was supposed to be to help the bureaucracy reclaim these lands.) And the micro-taxing just doesn't have enough kick to make my players do something. I fucking love Terminator Armour, I really do. In the fluffy it is meant for the harshest of battle fields. to go places that lesser armour would not do.

Those PLASMA CORES. And through the 40k and 30k books, the fluff say how tonky these suits are.
The Problem:
BUT in the game, they are well known as pointless. When we compare to bikes, who are both faster, tankyer (T5 3+Sv is better than T4 +2sv), and can put out as much if not more fire power, as the will always be in rapid fire range. And with the stupid Centurions, then is even less need to take then for CC or Range.
Again I love Termins, I really think they are cool. But I would have a hard time justifying the pts cost on the table.
A Solution:
I would make all temainators for both Imp/Chaos Ws5 S5 T5 and +15pts permodel. Terminator are meant to be the best in any given legion / chapter / warband.
In HH, most are Ws5, so why not just make 'em all Ws5? In the deathwatch RPG Terminators are a level of strength and toughness higher than power armoured units. In the fluff they are shown to much MUCH stronger.

Terminators used to have a 2+ save on 2d6, meaning they needed to roll 2 1s to fail a save. Combine that with the fact AP on weapons just modified that number rather than ignoring it, and terminators used to be very hard to crack.
Once you also consider that shooting has also gotten more powerful and assault units need to be very fast, Terminators just sort of got left behind.
I think the solution is to make them harder to kill first though. Its what they're known for

I have a very bad sense of distance and orientation, and since I hope to become a writefag I consider it pretty bad. For example, I never managed to grasp how actually fuckhueg 40k ships really are.
The best method I found out so far is drawing everything on paper, then just observing and describing the situation.

Wouldn't that be the Blood Angels or their successors? The Minotaurs don't really show any sign of blood madness or anything. The Blood Angels, Blood Drinkers, Flesh Tearers, and the like actually thirst for blood and go nuts with ripping and tearing.
Is there any part of the chest or abdomen where you could stab someone with a sword deep enough to pin him to a wall and have it not be lethal? I mean aside from blood loss, which I assume wouldn't be too quick before the sword is removed, anyway.

With modern medicine, most places would be survivable.
Otherwise, the best you could hope for is piercing a lung without too much bleeding. Having a gut wound was nearly always fatal (eventually) until in 20th century.
Though if you just want the character to survive for a few days so he can relay information, then you can do gut wounds.
