“Kainzo! Barrier back up, now!” You hear Nel shout, and see his form silhouetted in the purple light overhead as he leaps toward Kjorikos from behind. The Artificer turns, appearing briefly nonplussed, as Nel lands feet first on his chest, grabbing him by the head. There's a distinct pause before Kjorikos grabs him, throwing him aside in a dusting of indigo flames with a single gauntleted hand.
Kainzo raises his barrier, shielding the two of you in time for an enormous explosion of force and wild, coiling energy to erupt from the Artificer's direction—you hear Kjorikos grunt, in what sounds like pain, and see his silhouette levitate deeper into the woods, chased away by more caster fire from outside the clearing.
“Huh.” Kainzo says, dusting himself off as the barrier dissipates. “Kid planted one of Ayla's bombs.”

Nel and Tatsumaki join you, looking pretty badly beaten up already. You see the others pulling themselves over the downed trees to meet up with you in the clearing. Eunoia leaves your shoulder to reunite with Aelriss.

“We've got to go after him.” Andor replies.
“No deal. I was ahead of you guys for a while.” Nel says. “He's leading us toward a cliff. This place empties into a proper abyss.”
“So, what do we do?” Aelriss says. “I mean, if we corner him, we'll actually be able to attack him all at once.”
“But he's got no problem attacking all of us at once.” Kainzo says, then examines a faintly-glowing bracer around his left wrist. “Bastion is down for five minutes this time. I think we're gonna have to find a way to lure him into another clearing. Somewhere we've got cover.”

It's a cyberpunk setting with the standard tropes of mercs-for-hire, hackers, androids, megacorporations, etc.
It has medium crunch, lots of character options and comes with a pretty decent cyberpunk world in which the US broke up into statelets and China is very powerful but at war with Russia.

Probably best to go for a catalogue approach, so that we can contribute one entry at a time. Some ideas: vehicles, modern NPC templates (like the modern version of Historical Folks), animal templates (although GURPS Animalia and the various fan-made bestiaries arguably already do an OK job), more guns...

Encounters then. Set-piece scenes that can be dropped into existing adventures. Make them generic and with notes on what would have to change to fit them into other genres.

I'm currently in a situation with my RPG group. We're playing a D20 system set in the Mass Effect universe and only three of us our currently playing including the DM. Usually our campaigns have one or two extra people but I digress. The DM decided to bring in one of our friends to sit in on an upcoming session. Simple shit, but he did it without asking the group first. I personally don't mind, I might have a little more trouble roleplaying any potentially dramatic situations but no harm really done. The other player however is in a tizzy over it to the point of outright not looking forward to the session. He's relatively new to tabletops and still feels self-conscious about rolepaly, but it's been a few months and he's getting better. With the addition of the sit in he's suddenly in fear he won't roleplay at all, and we all know putting yourself in that mindset pretty much guarantees it. So now there's just a lot of undue drama and a general bad feeling surrounding the upcoming session. What I want to know is who's to blame? Is it the GM for the unexpected sit on? The player for not nutting up? Both? I feel like at the very least we could learn from this experience but I want to know what it is we should learn.

As for your question, is the sit-in a potential new player? I've done that a couple times if I want to get a feel for the other players' characters so I can build one that fits in the group and doesn't step on any toes.
So my setting has 3 villains that has already taken over and is now leading the world, one having done this through religious appeal, one through mind control, and the last through mad science.
However, I want to make sure that the party knows that they are not the great heroes of the land and can not get the rulers out of power.
How do I go about this without outright telling them they can't defeat the nasty men?
You don't tell them they can't outright. Every time they mention it? Have an NPC report them to the cops and deal with it that way. They no longer are worried about the evil power so much as sheriff cletus and his murderous deputies trying to kill the PCs.

Energy into matter: Vastly less useful, since the amount of energy in any significant amount of matter is too much to store. If it can do both functions at the same time and turn matter into different matter with the same mass, then it could be very useful.
