I made flags for most of the Pacific countries. The only entities without regional flags are:
-Pitcairn
-Tuvalu
-Tokelau
-Samoa
-Nauru
All others have flags. I've been quite obsessed with it (especially French Polynesia my pride and joy) but I haven't gotten to Samoa, will do now.
The Atlantic is unlike the Pacific in that it doesn't have a large cultural group of islands so I can't really answer that (since there's plenty of shit going on in different parts of the Atlantic).

You can do victoria while I do the rest of australia.
The way I do it, is to find get a region to make like "City of Manningham" on the list, then google the name along with council/shire at the end.
Go to the site ending with ".gov.au" eg http://www.manningham.vic.gov.au/
And the logo will almost always be on the top left.

Idk if you can generate or nah but I made a templat-ish sort of thing to paste next to region names where you can insert the flag
