I suppose so. But it has been an issue in my home country in Africa, we get a TON of foreign aid such that no one has any incentive or real ability to do much of their own business. Why go out and make a business when you keep getting free food and such from WFP, OxFam etc. You just continue the cycle of dependency, things like microfinance are far better I think

Local businesses would still get their regular revenue anyway. If a person can't buy, they would never buy the local materials and go to charity; if they could buy it, they wouldn't be as desperate as the one who could not affort it, thus arriving late and not getting the charity.
This is all speculation, of course. I can see how it could counterfire, and instead of helping, just messing things up even more. The "best" way would be to help the local bourgoise, but as >>60460455 said, it would end up just helping the criminals instead.
