You'll improve with 1 hour a day, just don't expect massive improvement.
Just study smart. Don't draw random shit doodles, make the most of your hour learning fundamental stuff. Do a little more on the weekend.
What I'd do in your place is do my research on the weekends - what I want to work on the for the week, read the books I need to read, watch some videos, find some refs, whatever. Draw a bit too. Then on weekdays, apply what you researched for an hour a day. Review and find what you need to work on each weekend.

It literally doesn't matter as a beginner. You're perfectly fine with a regular pencil and a stack of printer paper.
To start?
blank printer paper, bic pens, and the pencils you have laying around. A ruler wouldn't hurt to have as well. You seriously don't need an abundance of tools and what tools you will need depends on your goals and what kind of shit you want to produce.
Don't bother with a nice sketchbook, it'll just make you anxious to draw in it, and your first drawings will almost certainly be shit. Use supplies you don't mind wasting.

Getting a job in the video game industry is ALWAYS through recommendation first. Doesn't matter if it's AAA or indie. Recruiters ask employees if they know anyone first before even looking at any random resumes. It's very hard to just submit a resume and get a job.
Technical skill demand isn't low. People aren't dumb. They know if the art in their game is bad it's going to look like a shitty cheap game. You have to be good no matter what.
3d is extremely important. It drastically improves the speed and workflow of a concept artist....

Keep in mind that handheld devices are getting incredibly powerful compared to consoles and PC.
In 5 years time we will have medium tier phones able to render 720p visuals of a PS3, which has been the point where going "realistic" is aesthetically pleasing.

Lamy safari is good fountain pen if you are on budget or want a pen you can carry around everywhere and not worrying it gets stolen or something. If you want to spend around $100 you have a lot more of options. I don't have much experience but I believe Pilot pens should be pretty good. Even Glenn Vilppu has one. I have Parker Sonnet with gold plated nib - if you are looking for Parkers get one with 18k gold nib, it writes smoother. If you have +$500 it's going to be Montblanc, but that pen will last your...

I had sort of an idea of an expression I wanted to do but didn't find a ref that really matched, so I took this ref to see if I could make the image I pictured using it as a basis, so the painting and the reference don't match exactly. Still a wip but I think it's coming along alright.
