It's not a bad step, however the stuff you learn in graphic design is useful but misses a lot of elements you'd need to learn to be successful at animation. Personally I think you'd be better of going into illustration. You'll learn more relevant skills that way.
To use a really loose metaphor, learning to be an interior designer isn't a bad way to learn about furniture, but you're probably better off studying carpentry if you want to make furniture.

30-40 bucks an hour, a highly detailed painting like pic related probably would probably take 40+ hours (because you also have to do a number of sketches and planning before you paint etc). Might seem expensive but if you freelance you have to pay a bunch of employers fees, sales tax for services and income tax etc so not that much of it ends up in your pockets. But all employers have to pay them.

Most work is work-for-hire, but if you're doing a book cover for a best-selling author it might make sense for the artist to ask for a lower rate in exchange for a higher cut of royalties, not common in the hand-to-mouth freelance style most people on /ic/ are trying to get into

Make extremely good friends with them or date them. Otherwise you'll need to hire models or attend nude model sessions.
You ask them friendly, like some other anon here does. There is some skill in proper modelling though.
I just use a mirror so there's always a qt willing to pose for me ; )
