I'm noticing that in my dragoon rotationother than almost dying to AOE'sI feel there is a significant dps loss when my blood for blood runs out, and im just spamming my true thrust combo before reapplying heavy thrust/chaos thrust combo.
So am I missing something? Should I be throwing a jump in there?

It's normal that you lose dps when your B4B runs out m8. It's an effective +30% damage increase.
Don't forget to throw your jump, spineshatter, dragonfire dive and leg swipe between your weaponskill
