It's explained in the movie. By making a robot that wanted to escape the robot would have to use cunning, manipulation, fake emotions, etc..according to the movie all signs of intelligence. It's dumb and the last act was shit, but that's the explanation.

The whole movie was stupid but entertaining, and it was all the better for it. Skyfall was a dreary piece of shit while Quantum of Solace was retarded and nonsensical. Spectre was a nice harmony between the two.

The best part about Jon Snow being alive is that Martin confirmed he wasn't gone for good within a year of A Dance With Dragons's release.
