Doge is better because it was more organic and funny. CIA is forced and overdone.

In terms of memes, CIA has more power.
Doge itself has some staying power but needs outside influence to stay fresh. The Doge pic is funny, but the Doge pic alone is not funny all the time. 2 years later, CIA is still always funny and is still a meme based on CIA's own merits.
