Savage Rifts eh? Anyone back that shit or did you avoid it because it physically touched Palladium?
I have been looking at this system for a while after hearing the promise of fast encounters that isn't just "Roll for combat" or something where you can just teleport away instead if actually having to camp.
How is the out of combat portion of this game? Are there a lot of fun tools to play around with like spells which can give people nightmares or let you build golems, or stuff like item crafting? I read the social encounter and vehicle combat page and those look pretty good without being more complicated than they need to be.
Also, any recommendations...

Up to you, and what your group is 'like'. Personally I sort by price- I have a binder for things worth more than 10 dollars, a binder for things between 1 and 10 dollars, and a box for bulk rares. I've seen Standard/Modern binders more than I've seen Rare/Mythic binder divisions, though.
I'm planning on taking my L1 test soon. What should I focus on to study up on? I've been told SBAs and to brush up on the JAR, but other than that is there anything i should be extra clear on?

Have the powers be subtle, with few visual effects, just wear and tear on the characters. Its probably going to be a bit space magic, because that's what psi is, but at least it won't be free magic.

This quest takes place within the lands of the Five Great Shinobi Nations (aka Narutoverse) starting roughly around the beginning of the original series. The world of this quest remains similar to the original, with slight but notable differences in certain areas, based upon the passage of time from a single slightly altered event.
(It’s a goddamn Naruto Quest, you bastards. Have fun, participate, and write in when you feel inclined. Most of the outcomes of this quest will be determined by you, the players. Critiques and questions are always welcome, as my knowledge of the weeby shit is not all encompassing.)
